What do the Minimum Standards for Daycare and Childminding say about training and qualifications?

Standard 11 – Organisation of the setting – deals with the issue of staff qualifications and training.

It states that

  • at least 50% of all child care staff should be qualified
  • all employees are encouraged to become suitably qualified; and
  • the registered person must ensure there is a suitably qualified person in charge at all times.

What does the standards and Implementation Guidance say about relevant qualifications for a person in charge?

Full Daycare

A person in charge, manager or deputy manager should have at least a qualification at level 5 such as the QCF Diploma in Children’s Care, Learning and Development or Level 5 in Playwork; or a relevant qualification in early years education, social work, nursing, teaching or health visiting and 2 years relevant experience working with children 0-4.

Sessional Care – Out of schools Clubs

A person in charge, manager or deputy manager should have at least a qualification at level 5 in Playwork which is the most appropriate qualification for this setting or the level 5 QCF Diploma in Children’s Care, Learning and Development or a relevant qualification in early years education, social work, nursing, teaching or health visiting and 2 years relevant experience working in a play, education youth or day-care setting.

Sessional Care – pre-school and crèche

A person in charge, manager or deputy manager should have at least a qualification at level 5 such as the QCF Diploma in Children’s Care, Learning and Development or Level 5 in Playwork or a relevant qualification in early years education, social work, nursing, teaching or health visiting and 2 years relevant experience working in a play, education youth or daycare setting.

 

Who does not have to achieve the level 5 qualification?

The minimum standards state:

“Where staff have previously attained a level 2, 3 or 5 NVQ qualification in Early Years Care and Education this will be an acceptable alternative to the QCF Diplomas”

Anyone who is currently employed as a manager and has an NVQ 3 or an equivalent qualification does not have to complete a level 5 QCF qualification even if they move to another facility.

 

Can deputy managers with a relevant level 3 early years or playwork qualification apply for a mangers post?

Yes as long as they can prove that they are registered to complete the QCF level 5 Diploma within the current timeframe (April 2016).

 

Can a person who is not currently employed within the sector but has a relevant childcare or playwork qualification at level 3 apply for a manager’s post?

Yes as long as they can prove that they are registered to complete the QCF level 5 Diploma within the current timeframe (April 2016).

 

Can a person apply for a manager’s post without a relevant qualification?

Yes as long as the applicant agrees to complete the relevant level 5 qualification within the current timeframe (April 2016).
